Sidex privatisation to be sanctioned by Parliament

In order to have the Parliament sanction the privatisation of Sidex, as well, Nastase Cabinet will work out a law draft to legitimate the sale of the Galati-based plant to LNM Ispat Group.

The draft would be promoted by an emergency ordinance and sent to the Parliament for debating and enactment by an emergency procedure, Privatisation Minister Ovidiu Musetescu announced after the meeting between the Senate's Privatisation Committee and the Committee for Privatising Sidex on Tuesday

The idea of sanctioning the Sidex privatisation contract by a special law had come up even before the negotiations for the sale of the stock in the largest trading company in Romania had started.

The reason argued by the Government at the time of the announcement was that it wanted full transparency for the process and wanted the specialists in the Parliament to express their opinions on the matter.

Such a decision can be explained by the Government's wish to be covered in case problems come up following the privatisation of the plant.

In the unfortunate event that the provisions in the contract are not observed or some sales provisions turn out to have been poorly negotiated, the responsibility will not fall solely upon the Government, as it will share it with the Parliament to have enacted the Sidex privatisation law.

Under the circumstances, the Parliament is "doomed" to sanction what the Privatisation Authority signed on behalf of the Government.

Even though some people are likely to be against the law draft, the Executive is counting on the majority of the ruling party in the Parliament and on the unconditional support of UDMR (Democratic Union of Magyars in Romania), according to the chairman of the Committee for Privatising Sidex, PSD (Party of Social-Democracy) senator Matei Vintila.

On the other hand, PRM (Greater Romania Party), through the chairman of the Senate's Privatisation Committee Carol Dina, announced it would vote against the draft, if it turned out that the privatisation contract "violates the national interest."
